AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a analysis published ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Linked to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
